Program Manager - Federal Cybersecurity (VA)

Triumph Enterprises is building the team for a Department of Veterans Affairs Office of Information and Technology / Office of Information Security (OIT/OIS) program covering enterprise cybersecurity architecture and engineering. We are seeking a Program Manager to serve as the single accountable leader for the effort.

Program: VA Cybersecurity Architecture and Engineering Services (COSE)
Location: Washington, DC (Hybrid) | Full-Time, Exempt | Contingent upon contract award

This is not a coordination role. The Program Manager holds full contractual and performance responsibility for the task order, serves as the sole point of contact to the Contracting Officer's Representative and the VA Program Manager, and directs an integrated team drawn from Triumph and three subcontractor partners.

RESPONSIBILITIES

- Serve as the single point of contact to the COR and the VA Program Manager, with full accountability for all performance, including subcontracted work.
- Own the Contractor Project Management Plan, delivered within 30 days of award and maintained monthly thereafter.
- Run the reporting rhythm: weekly progress reports and quad charts, weekly leadership briefing packages, and monthly progress reports, delivered on schedule every time.
- Maintain the Staffing Plan and Contractor Staff Roster, updated within one business day of any personnel change.
- Own personnel suitability and onboarding as one centrally tracked process across all four companies on the team: investigations, VA Form 0752, systems access agreements, TMS 2.0 training, and PIV credentialing.
- Lead the technical kickoff and establish program governance within the first 30 days.
- Manage subcontractor performance against task assignments, holding one risk register, one checklist, and one reporting cadence across the team.

REQUIRED QUALIFICATIONS

- Minimum 10 years of information security experience, of which at least 5 years are cybersecurity and cloud security experience at a large Government agency similar in size and scope to VA, DoD, GSA, or IRS. This is a firm requirement.
- Bachelor's degree in Cybersecurity, Computer Science, Information Systems, Information Assurance, Information Security, Information Resource Management, Business Administration, Business Management, or a related field.
- Demonstrated program management of a federal cybersecurity services contract of comparable scope, with subcontractors under management.
- Expertise in project management, security architecture, and security engineering, with the ability to translate customer requirements and relay them to the team.
- Expertise managing IT and cloud design, security, development, systems engineering, and implementation efforts.
- Experience with Federal Assessment and Authorization and Authority to Operate (ATO) activities.
- Working knowledge of cybersecurity architecture and engineering requirements and authorizations, including FedRAMP and the NIST Risk Management Framework.
- Expertise in Federal policies, processes, and standards.

CERTIFICATION (REQUIRED)

One or more of the following: Project Management Professional (PMP), Information Assurance Technician (IAT) III, Information Assurance Management (IAM) III, or Information Assurance System Architect and Engineer (IASAE) III. Commonly satisfied by PMP, CISSP, CISM, CASP+, or CCISO. Certification is verified before an offer is extended.

SUITABILITY

This position requires a Tier 4 / High Risk Public Trust background investigation. A Tier 4 investigation is adjudicated for suitability and fitness and is not a security clearance. Candidates must be U.S. citizens and able to obtain and maintain the investigation, VA systems access, and PIV credentialing. No work may begin until an interim determination is received.

PREFERRED

- Prior VA program experience, particularly within OIT or OIS.
- Prior work under a VA Technology Acquisition Center task order.
- Track record standing up a federal program inside the first 30 days.
- Experience managing personnel security across multiple employers as a single tracked process.

ADDITIONAL INFORMATION

Travel is expected to be 0-10%. This position is contingent upon contract award.
