Configuration Management and Documentation Specialist - Federal Cybersecurity (VA)

Triumph Enterprises is the prime on a new Department of Veterans Affairs Office of Information and Technology / Office of Information Security (OIT/OIS) program covering enterprise cybersecurity architecture and engineering. We are seeking a Configuration Management and Documentation Specialist / Technical Writer to own the program’s artifact library, the intake process that governs how work reaches the team, and configuration management of documentation across the program.

Location: Washington, DC (Remote) | Full-Time, Exempt | Contingent upon contract award

CERTIFICATION (REQUIRED)

This role requires a current DoD 8140/8570 Level III certification at the time of application. It is a Government requirement on a Federal contract and cannot be waived, substituted, or satisfied by a plan to certify later.

One or more of the following: Information Assurance Technician (IAT) III, Information Assurance Management (IAM) III, or Information Assurance System Architect and Engineer (IASAE) III. Commonly satisfied by CompTIA SecurityX (formerly CASP+), CISSP, CISSP-ISSAP, CISSP-ISSEP, CCSP, CISM, CCISO, CISA, or GSLC. Certification is verified against the current DoD 8140 qualification matrix before an offer is extended. The credentials named above are those most commonly held; any other credential on the current matrix at the required level also qualifies.

Credentials that do not meet this requirement include Security+, Network+, CySA+, CEH, CRISC, ITIL, PMP, and technical writing certifications such as CPTC.

If you have the documentation and configuration management background and are working toward a qualifying credential, tell us where you are in the process. CompTIA SecurityX is the most accessible of the qualifying certifications: unlike CISSP, its experience requirement is recommended rather than mandatory, so it can be attempted without a five-year paid-experience qualification period.

ABOUT THE ROLE

This is the seat that keeps the program legible. Eight key personnel produce architecture, engineering, risk and AI work across nine task areas; this role turns that output into an organized, findable, current body of documentation, and owns the front door through which new work arrives. It is a writing job and a process job in equal measure, and it starts producing in week one.

RESPONSIBILITIES

  • Build and continuously maintain the program Artifact Library.
  • Author the COSE Intake Process SOP, including the RACI matrix and workflow diagram, and the accompanying Intake Workflow Configuration Documentation.
  • Produce the Stakeholder Training Guide.
  • Support the Program Manager on recurring reporting products — the Weekly Progress Report, Quad Chart and Leadership Briefing Package each Friday, the monthly reports, the Contractor Project Management Plan, and the staff roster products.
  • Perform configuration management of documentation and artifacts across the program, including version control, naming conventions, and change history.
  • Edit engineering and security content into material a non-engineer Government stakeholder can read and act on.

REQUIRED QUALIFICATIONS

  • A current Level III certification as described above.
  • Minimum 5 years of relevant experience.
  • Bachelor’s degree. A master’s does not substitute for the experience minimum on this position. Degrees earned outside the United States require a NACES-member equivalency evaluation.
  • Technical writing for a Federal customer, including standard operating procedures and process documentation.
  • Configuration management of documentation and artifacts across a program.
  • Experience building and running an intake or work-request process with a defined RACI.

PREFERRED

  • Knowledge management platform experience, particularly SharePoint or Confluence.
  • Section 508 accessibility conformance.
  • Prior VA documentation work.

SUITABILITY

This position requires a Tier 4 / High Risk Public Trust background investigation. A Tier 4 investigation is adjudicated for suitability and fitness and is not a security clearance. Candidates must be U.S. citizens and able to obtain and maintain the investigation, VA systems access, and PIV credentialing. No work may begin until an interim determination is received.

Travel is expected to be 0-10%. This position is contingent upon contract award; no offer of employment will be extended before award is made.
